About your instructor

Affordable Housing for Public Agencies course instructor

Andy Proctor is the Director of MSU Denver’s Affordable Housing Institute. He brings with him over 27 years of experience in affordable housing finance, development and project management. He has worked with both government agencies, for-profit and not-for-profit organizations, and is principal at his consulting firm, Proctor Housing, LLC, which works with organizations throughout Colorado on subjects ranging from affordable housing policy, financial packaging, and project management.

Andy’s positions have included managerial roles as the Housing Development Program Manager for the Colorado Division of Housing, and Manager of the City of Boulder’s Housing Division. Other positions have included working as an Underwriter for Low Income Housing Tax Credits for Enterprise Community Investments. Andy served as Mayor Pro-tem for the City of Lafayette, CO and is a Veteran of the U.S. Navy. Andy Proctor holds a B.A. in Geography from San Jose State University and an M.P.A. from the University of Colorado/Denver.
